In a circular dated August 15, the Commission acting CEO Everleen Mitei revealed that it had received 3,718 applications from teachers seeking to transition to Junior Schools.

However, after a thorough vetting process at the Sub-County and County levels, only 1,436 were found to meet the set requirements.

“Out of the 3,718 applicants, 1,436 were validated and verified and found to be qualified for deployment to Junior Schools,” Mitei stated.

According to the Commission, the deployment exercise will now be spearheaded by Sub-County and County Directors, who will be required to vet the listed teachers further before issuing official deployment letters.

For a primary school teacher to qualify for redeployment, they must have an active registration with TSC, be currently employed by the Commission, and not be under interdiction or facing a disciplinary case.

Additionally, they must hold at least a Diploma in Education with a minimum of C+ at KCSE (or equivalent) and C+ in two teaching subjects. Teachers with a KCSE C plain, but who later upgraded their qualifications through bridging courses and higher degrees before December 2015, also qualified.

The Commission was categorical that Bachelor of Education (Primary Option) holders are not eligible for Junior School deployment.

“We must ensure that learners in Junior Secondary are taught by teachers who are well-prepared to handle secondary-level content,” Mitei noted.

Sub-County Directors will be responsible for posting teachers within their regions, while County or Regional Directors will handle inter-county deployments. Priority will be given to proximity, subject combinations, gender balance, and the need for Special Needs Education (SNE) teachers.

The Commission also outlined promotion pathways for the redeployed teachers, with some being issued with appointment letters for higher grades depending on their academic qualifications and years of service.

To streamline the process, TSC directed that all posting, entry, and exit reports must be submitted through its online platform, warning that hard copy reports will no longer be recognized.

“The Commission no longer recognizes nor processes hard copy casualties. All reports must be submitted online through the Posting, Entry/Exit Reports Module,” the circular emphasized.

County Directors are required to submit certified copies of deployment documents, including academic certificates and appointment letters, to TSC headquarters upon conclusion of the exercise.
